About the Speakers


Michael H. Brisman, M.D., F.A.C.S.

After receiving his undergraduate degree with high honors in Biology from Harvard University, Dr. Brisman obtained his medical degree from Columbia College of Physicians and Surgeons. He then completed a General Surgery internship and Neurological Surgery Residency at The Mount Sinai Medical Center in New York City where he was appointed Chief Resident in his final year of residency.

Board certified by the American Board of Neurological Surgeons and a Fellow of the American College of Surgeons, Dr. Brisman specializes in the treatment of Trigeminal Neuralgia and Brain Tumors. He served as the Chief of Neurosurgery, and he serves as Co-Director of the Neuroscience Institute at Winthrop University Hospital and the Co-Medical Director of the Long Island Gamma Knife® at South Nassau Communities Hospital. Dr. Brisman formerly served as President of the Nassau County Medical Society and is the President of the New York State Neurosurgical Society.

Garry Carneal, JD

Garry Carneal founded Schooner Strategies in 2007 to serve as an incubator of ideas, programs and organizations. He is a leading expert in health care having researched, written and published extensively on quality, medical management, information technology and regulatory trends. He has established a track record helping trade associations, accreditation organizations, nonprofits and other health-related businesses scale nationally. Throughout his career, Garry has brought to market over 20 accreditation programs that have been recognized by 45 states and three federal agencies. He serves on numerous boards and committees in support of improving the U.S. healthcare system. Garry received an undergraduate degree from Washington & Lee University, a master’s degree from Yale University and a law degree from the University of Virginia.


Tom McGraw

Tom McGraw is Senior Vice President of Product Development for Secure Exchange Solutions, a company focused on enabling connections between healthcare communities. Tom has led the design, build, and launch of SPOT, a market disruptive product that uses Natural Language Processing (NLP) as artificial intelligence (AI) or augmented intelligence to evaluate medical records’ text against payers’ requirements.

Tom has over 25 years in the healthcare industry. From 2012 to 2017, Tom served as CEO of Noridian Healthcare Solutions, a company that managed and reimbursed over $50 Billion in services for over 15 million Medicare beneficiaries. He led company the company into the population health and program integrity markets. Tom previously led the government solutions group for UnitedHealth’s Optum/Ingenix health informatics subsidiary and its Integris, Inc. program integrity company. At MAXIMUS, he oversaw numerous functions including the company’s Medicare appeals, utilization review, and program integrity operations. As a Virginia government employee, Tom led the implementation of Medicaid managed care and led numerous other Medicaid operations including utilization review, long term services and support, and recipient program integrity.

Tom has a BS in Economics, Political Science and History from the US Naval Academy and an MA in Economics from Old Dominion University. He served on active duty as a submarine officer and retired from the US Navy Reserves. Tom lives in the Washington, DC suburb of Ashburn, VA and has three grown children.


Mara Osman, JD

SENIOR REGIONAL DIRECTOR FOR STATE AFFAIRS, AMERICA'S HEALTH INSURANCE PLANSMara Osman

Mara Osman is Senior Regional Director for State Affairs at America’s Health Insurance Plans, and has more than twenty-five years of experience working with state and national leaders to educate decision-makers and the public about diverse policy issues. At AHIP, she advances the association’s interests on state legislative and regulatory health care and insurance matters in the southeast region and leads AHIP’s work with the Council of State Governments.

Osman came to AHIP from Milliman Care Guidelines, where she led Government and Quality Agency Relations for the company that produces evidence-based medical guidelines and interactive clinical decision support tools. Prior to MCG, Osman served as the Government Relations Director at the health care accreditor URAC, where she managed company activities involving state and federal government representatives and government programs.

Earlier in her career, Osman managed a public safety project at the National Education Association Health Information Network, designed and launched the Leukemia and Lymphoma Society’s Grassroots Advocacy Program as the Society’s first National Grassroots Manager, and pioneered the State Legislative Field Representative role at the American Psychiatric Association. Osman began her career as a Legislative Fellow in the U.S. Senate, and graduated from Cornell University and Washington University School of Law.
